It is imperative that women in New Zealand know they can trust the cervical screening programme. Independent monitoring is one of several systems the National Screening Unit (NSU) uses to ensure its programmes are working well.
At regular intervals, anonymised data of women enrolled on the National Cervical Screening Programme Register (NCSP-Register) is analysed in relation to ethnicity, age group, district health board or laboratory, and discussed against performance indicators and targets for the programme. This analysis is presented in a report to an independent multidisciplinary advisory group for review. The independent group makes recommendations to the NSU, which may include follow-up with providers on specific issues. From 2008 this function has been performed by the NCSP Advisory Group.
From NCSP Monitoring Report 30 (July - December 2008) and NCSP Annual Report 2008-09, the analysis and interpretation of NCSP-Register data for these reports is being undertaken by the Cancer Council New South Wales. The Cancer Council was selected by the Ministry in an open tender process and has considerable expertise in epidemiology and statistical modelling specifically in relation to cervical screening. The Cancer Council is contractually required to meet the National Kaitiaki Regulations.
From 2003 - 2008 the NSU contracted the Centre for Public Health Research, Massey University to provide independent quantitative monitoring of NCSP provider performance. Prior to this the contract was with the University of Otago.
From Report 28 monitoring reports have been based on six months of data, whereas earlier reports were quarterly.
Contracted providers for the NCSP are bound by Operational Policy and Quality Standards and routine provider compliance audits are undertaken.
