It is imperative that women in New Zealand know they can trust the cervical screening programme. Independent monitoring is one of several systems the National Screening Unit uses to ensure its programmes are working well.
Since 2005 the NSU has contracted the Centre for Public Health Research, Massey University to provide independent quantitative monitoring of National Cervical Screening Programme (NCSP) provider performance. Prior to this the contract was with Otago University. Anonymised data of women enrolled on the NCSP-Register is collated and analysed in relation to ethnic groups and presented by District Health Board colposcopy service or by laboratory. The data is discussed against performance indicators and targets for the NCSP.
From Report 28 these reports have been based on six months of data, whereas previous reports were quarterly. From January 2008 the multi-disciplinary NCSP Advisory Group took over the function of providing independent expert advice and recommendations to the NSU on this data.
All providers for the NCSP are contractually bound by Operational Policy and Quality Standards. They also provide regular reports and may undergo visits by NCSP staff to follow-up monitoring issues. All contracted providers are also audited on a three yearly cycle.
